1) The three dominant models for managing the electromagnetic spectrum are “Command and control”, “Exclusive use”, and “Open Access” ● “Command and control” serves as the traditional model of spectrum management in the US. This model allocates and assigns frequencies to limited categories of spectrum users for specific government-defined uses. The advantages to this model are that it provides dedicated portions of the spectrum for uses which have been deemed beneficial to society as a whole. These uses include emergency communication as well as highly specialized scientific study which takes very precise and dedicated resources.
