Firstly, the Kyoto Protocol arose from increasing international concern about the implications of climate change and a recognition that no one country can solve this global environmental problem alone. ... The Kyoto Protocol has been signed by over 80 countries with 111 countries ratifying, accepting or having an accession to the agreement. Australia is a signatory, however has so far failed to ratify the Kyoto Protocol with our very own Prime Minister John Howard declaring that it is “not in Australia’s national interests. ... Now the opposition may argue alternative ways to reduce gas emissions rather than the Kyoto Protocol, however the Intergovernmental Panel on Climate Change, (IPCC) state that nothing the nations have yet agreed to do outside of the Kyoto Protocol will even remotely come close to what would be needed to stabilise the atmospheric concentrations at today’s levels. ... John Howard prefers to think of Australia as America’s “Deputy Sheriff”, stating that he will not sign the treaty unless America does. Now as seemingly endearing as Australia being ‘Deputy Sheriff’ to the US might sound, it does nothing but reinforce the impression that Australia is that annoying little friend that follows you around, willing to do anything to keep their big friend (in this case, America), happy.
