Upon the point of arrival at the scene, inmate was unconscious; one of the two officers was bleeding from the face. One officer was pummeling the inmate as the other one was kicking him. Both officers stopped there actions upon my arrival. As I called for backup, the uninjured officer stated that the inmate “threw feces at them” and had stated that “he knew where the injured officer lived and was gonna have one of his friends visit his wife and kids.” To my knowledge the officers’ use of force was for initial defense.
