Because my partner and I agree with Fran Bents (12/15/00), we stand firmly resolved that cell phones should be banned while driving.

There are three main reasons that cell phones should be banned while driving:
1. Talking on a cell phone while driving causes risk to the driver and others. ... Cell phones lead to driver distraction.
According to Jim Kerr, in Canadian Driver August 14, 2002, Ford has attempted to determine the effect talking on a cell phone has on the driver’s focus by using the VIRTTEX (Virtual Test Track Experiment.) When asked to dial a number on a cell phone while driving adults missed 13% of other occurrences, and teens missed 55% of what was happening. This indicates that talking on a cell phone distracts the driver and makes him less aware of his surroundings. ... Cell phones are more dangerous than other factors.
According to the Partnership for Safe Driving website, which has compiled the results of various surveys, "Violanti and Marshall studied the association between cellular telephone use and 18 other driver inattention factors and traffic crash risk. ... " What we can see from this, is that talking on a cell phone while driving is indeed more dangerous than other tasks that drivers perform while driving, such as talking to passengers or changing radio stations. ... Banning cell phones increases safety.
From the Partnership for Safe Driving website, "driving with a cell phone was banned in Japan after a study found the number of traffic accidents related to the phones increased by 11 percent from 1997 to 1998. In the month after the law went into effect, the number of accidents caused by drivers using cell phones fell by about 75 percent." If banning cell phones leads to such a dramatic increase in safety, there is no reason not to do so. ... Hands free phones do not solve the problem.
Hands-free phones have been trumpeted by many as the solution to the distraction that comes from using a cell phone while driving. But, according to Jim Kerr, the Ford research shows that it is only in short conversations that hands-free phones have an advantage. ... "

The bottom line of the new study: "People were four times more likely to get in an accident using a hands-free device" than if not talking on a phone…[and] the probability is the same for handheld phones. ...
"Having a cell phone in the car is convenient for everyday tasks and can be critical in emergencies. ...

Tom Magliozzi of NPR’s Car Talk echoes these sentiments "I have no objection to the cell phone in your car as long as you’re not driving. ... "


Therefore, we are not saying that you cannot have a cell phone, we are simply trying to say not to use it while driving because it distracts the driver and endangers the safety of the driver and others. ...

According to Canadian Driver Oct 30 2002 only 41% want built in hands free cell phones in cars. ...










EXTENSION EVIDENCE THAT CELL PHONE OWNERS AGREE:
o When the question of whether it should be illegal for drivers to use cell phones was posed to the readers of USA Today on July 9, 2000, 82% of the people who responded agreed that cell phones should be illegal.
