The purpose of this paper is to present a high level discussions on the parameters and factors that should be taken into consideration in carrying out the of power system simulations for frequency disturbance studies, in determining appropriate code. ... Broadly the depth and complexity of the technical analysis required, can be divided in to the following two categories:
• Technical work required for determining the UF standards
• Technical work required for assessing the robustness of standards and implementation procedures against the power system behaviour.

In assessing the under frequency behaviour within first few seconds following an ECE, (for the purpose of determining the UF standards) one may need only to concentrate on the primary factors affecting the frequency fall and the actions required immediately for recovering the frequency within the shortest acceptable time. The primary factors, that need to be considered are, system inertia, load shedding, spinning reserve and governor response. ... In order to assess the code to achieve the power quality and security objective, resulting from the code, the analysis needs to consider the factors affecting the system behaviour during the recovery period proposed in the code. The major factors that affect the system integrity and security are:
• voltage profile of the network
• reactive power flows during disturbances,
• over voltages and its effect on reactive sources such as capacitor banks, SVC etc
• Effect of increasing voltage and frequency change on operation of (v/f) protection relays, etc.
