National By Pritpal Bains E period #1 Outdated formulas used by the federal government to give out everything from Medicaid entitlements to highway funding, are costing California billions of dollars a year. Lawmakers in Sacramento and Washington, D.C., are beginning to push for reforms that could bring fairer results. According to a several recent state and federal reports, the formulas that divide up roughly $400 billion a year in federal grants often use census or other data a decade or two old that doesn't take into account the huge social and economic shifts during the 1990s in California. Large chunks of program money are divided equally among states even though they don’t even need that much money and California is in a big deficit unlike the other states. The greatest losses occurs in social service programs and federal highway funding "The award for California will only be $4.75 per resident, well below the $7.14 national average," according to a recent Bureau of State Audits report. "In contrast, Delaware's award will amount to $23.75 per person." The California Institute for Federal Policy Research, fiscal year 2002, concluded in a report earlier this year that the net outflow of cash from California to Washington, D.C., had increased the eighth consecutive year.
