As in all major cities, the rising population growth rate coupled with the shortage of land has plagued Dagupan for ages. ... With only a total land area of 4,000 hectares, one-fourth of which are water bodies and out of the remaining land, nine-tenths are vulnerable to flooding, there is extreme shortage of habitable land in Dagupan City. It is an alarming fact that practically no part of the city could be considered hazard-free including built-up areas. ... The severity of the shortage of buildable land has caused much of concentration of business on one particular area only. ... It is a legal mandate of the government that every city and municipality in the country should prepare a CLUP to help them mange their resources well, to be able to identify problem areas and propose plausible solutions, and to put in line local development proposals with the National Development Plan.
